So to write an effective title tag, here are some tips which can help you:

Think like your search users and find out the search volume (through Google Keyword Planner) for various queries you think your users will type in Google. Take the one which has decent search volume. These are your keywords.
Try to add these keyword / keywords in the starting of the title tag followed with other text, if needed.
Follow a standard format throughout your website. For example: Keyword or Page Name | Your Business Name
It is strongly recommended to have your title tag in between 60 to 70 characters.
Write unique title tags for each page. Do not duplicate title tags for multiple pages.
Make the title tags attractive. Title tags can improve your CTR in search results.
Try to use action words like Get, Take, Learn etc in your title tag.

As discussed, title tag is an HTML element. But it can be easily added in WordPress without any prior coding language.
